The Projects, Tenders, and Local Content Authority is participating in the activities of COMEX 2025, which kicked off on Monday with broad participation from public and private entities as well as startups. The Authority's booth highlights a range of advanced digital platforms aimed at promoting digital transformation and streamlining government procedures, in addition to offering accurate data and comprehensive performance indicators to support faster project execution and decision-making in tenders and projects.
Esnad Platform
Mr. Turki bin Suleiman Al-Hasani, Director General of Statistics and Electronic Systems, stated that the Authority's participation in COMEX 2025 reaffirms its role in supporting digital transformation and providing transparency and facilitation through its various electronic platforms. These platforms ensure a fair competitive environment and precise performance indicators for all entities and stakeholders.
He explained that the Esnad platform is the first of its kind for managing government tenders and procurement electronically. It enhances transparency, promotes fair competition, and supports the participation of local companies in government projects. Al-Hasani noted that interested institutions can register on the platform through the official website after submitting a valid commercial registration, membership card from the Oman Chamber of Commerce and Industry, and certificates of Omanization and tax compliance. Upon registration, the institution receives a username and password to access available tenders. The platform allows registration in various fields, including construction, maintenance, port works, roads and bridges, railways, dams, pipeline networks, well drilling, electromechanical works, telecommunications, consulting, professional offices, general services, IT services, supplies, and more.
Ada’a Platform
The Ada’a platform is an integrated portal for monitoring government projects throughout all stages—from planning to closure. The platform presents project accomplishments and performance indicators with full transparency. It also aggregates and updates data on government projects in alignment with Oman Vision 2040, specifically focusing on governance and institutional performance. It aims to create a unified database that facilitates sound financial planning, improves performance, accelerates implementation by tracking delayed projects, and supports data-driven decision-making.
Amanah Platform
Mr. Turki Al-Hasani added that the Amanah platform is designed to gather and analyze contract data and purchase orders for various categories of government procurement. It operates based on three core pillars: aggregation, analysis, and planning. The platform aims to reduce waste, minimize decision-making errors, enhance transparency, and provide a centralized hub for consolidating future procurement requests. It also allows for expansion, development, and integration with other systems—making it a comprehensive central platform for government procurement data.
Takamul System
Regarding the Takamul system, Engineer Badr bin Ali Al-Ma’amari, Head of the Takamul Project Management Office, stated that it is one of the key national initiatives. The system aims to automate all processes related to the management of government projects and procurement and to develop more rapid, streamlined, and inclusive e-tendering procedures.
The system provides five main functions:
Managing and monitoring government projects
Organizing and managing procurement
Registering and managing supplier relationships
Managing tendering processes
Organizing and monitoring contracts
It also offers a unified platform for suppliers and contractors and leverages modern technologies for data analysis, interactive dashboards, and instant statistical reporting.
The Takamul system enhances the accuracy of data-driven strategic planning, increases transparency and accountability, simplifies processes, and establishes a unified, comprehensive database for all government expenditures. It aligns with digital transformation initiatives in the public sector, speeds up execution, improves decision-making quality, and provides an integrated environment for more efficient and effective project and procurement management.
